Mother slips cuffs when son arrested for DWI

Lucy Jane Shipman charged with resisting, endangering child.

A mother and son from Delco were arrested Aug. 4 after the teen son was stopped for allegedly speeding while intoxicated.

Lucy Jane Shipman, 39, and Lawrence Bailey Sellers, 18, were arrested on a laundry list of charges. Sellers was charged with underage driving while impaired and driving while license revoked, as well as failure to appear. He was held under $3,000 secured bond. Shipman was charged with misdemeanor child abuse, resisting an officer, aiding and abetting, and possession of marijuana paraphernalia. She was placed under a $5,000 secured bond.

A deputy allegedly saw Sellers speeding on Delco Prosper Road, and initiated a traffic stop. He saw numerous beer cans in the vehicle, the report said, as well as a small child in the back seat without proper restraints. Sellers refused to take a field sobriety test. When Shipman refused to comply with orders, she was arrested, and twice removed her hands from the cuffs while in custody. The young child was unharmed, and was turned over to a family member.

Both mother and son gave their address as 3559 Delco Prosper Road.
